Seriously though we had a Prime Minister who talked to his cat and had regular meetings with mediums so he could talk to his departed Mother. He depended on spirit guides in helping him make decisions about the country.
Of course the proof came out after his death.

While Caligula was a tad bizarre, I believe his horse never did make it into government. The Roman emperors were a very entertain group!

While there is nothing to prevent an assessment of a president prior to the end of that Administration, you may find it easier to come to a useful evaluation if you do so. For example, there was much - very much - brouhaha about President Clintons behavior while on company time. Since his departure, much of the vehemence of his antagonists has been reassessed as unnecessary.
As PantyFanatic pointed out, President Bush was reelected to a second term in office by the approval of the majority of the voters the opinions which count.
Something you may wish to consider is what makes up a good president? Success in domestic affairs, success in foreign affairs, popularity at home, or abroad? Honesty? Integrity? Skills as an orator? Should all presidents be judged by the same standards, or do different standards apply to the different times a president served?

You touch on a very pertinent point. I do think a good president is a person who is able to use his skills and influence to address the current needs of his country. The skills necessary in the 1800s and the skills needed now can not be interchanged. I do think that there may be a list of qualities people would like to see in their leaders but I believe that applies to all leaders not just political or presidential ones.

There has never been a president as bad as this one. Not Hoover,not Nixon,not Reagan or not even this Bozo's old man. Ford wasn't really a bad president. He got the job with the promise to pardon Nixon.After that,he just played golf for the rest of his term. It could have been worse,Nixon's V.P. was Spiro Agnew.
